The issue of the fatwa is an important issue at all times, especially in this time when the fatwa was issued by some of those who are not worthy of it until they have ruled on issues related to the fate of the Islamic Ummah, which led to accusing religion of extremism and terrorism, especially with the speed of its spread through various means of communication.

 In view of the importance of the fatwa, this research dealt with the abnormal in the fatwa, its causes and effects on the individual and society. The research also touched on the duty of the ruler to choose the right person to fit the position of fatwa, inspect the conditions of muftis, and take measures and penalties against those who used the error and anomalies in his fatwa and get famous for it.

Ali Mohamed El-Mousa Al-Sawa, Prof. Dr., Department of Islamic Juripudence, University of Jordan, Jordan

Dr. Ali Mohammed Hassan Al-Sawaa. Ph.D. in Comparative Jurisprudence from Al-Azhar University 1978. Professor of Comparative Jurisprudence at the University of Jordan from 1979 - 2006. He taught at King Saud University in Riyadh, Kuwait University, Yarmouk University and Zarqa Private University. Practical experiences. Expert in the jurisprudence of contemporary financial transactions. Expert in Islamic insurance jurisprudence. Member of the Sharia Supervisory Board of the Islamic Insurance Company. Member of the Shari'a Supervisory Board of the Retirement and Takaful Fund of the Jordanian Engineers Association. Member of the Supervisory Board of the House of Counseling in the State of Kuwait. Supervised more than 50 theses in the Master and PhD. He gave more than (10) Sharia courses inside and outside Jordan.
